The influence of the civil society on the economy under sanctions

Аbstract: We will have to live in the conditions of economic sanctions for a long time. And it will be years. How long it will last depends on the future political decisions of both parties. To have an effectively developing economy under these conditions, it is necessary to restore confidence in politics as well as in the institutions of our society and economy. This course should be clear and consistent. It does not exist yet.

Sanctions and deteriorating oil market conditions bring significant uncertainty in our lives. Unfortunately, public opinion in the U.S. and Europe still supports the sanctions- otherwise the politicians would not have taken such serious steps. The lifting of

sanctions would be perceived as recognition of the annexation of Crimea to Russia- and the West cannot do it yet.
Formal and informal financial sanctions have seriously affected the economy of Russia. The autumn showed how it was reeling: the ruble has fallen against the dollar by 30% since August. Sanctions led to the weakening of the ruble about as much as the decline in oil prices. In 2015, these factors can lead to lower GDP.
To restore the old possibilities in terms of foreign investment and confidence in the ruble will only result in 7−10 years of our economy’s growth (our economic growth). The ruble will not become a reserve currency, even at a regional level, at least in the next 20 years.
People change their behavior by reducing consumption and saving for a rainy day in case of job loss. Enterprises reduce development programs. The average growth in domestic demand before the crisis amounted to 6. 9% per year and last year it was 1. 3%. Investment has been falling for the second year in a row.
Trying to regain the trust, we must rely on the modern and proven in the world Open Society Institute, the policy-making on the basis of the interaction with the society and transparency of all procedures. Without openness, the dialogue between the government and the society we will not get the economic efficiency we need.
The control systems must become the subject of public attention: the efficiency of the entire economy will not increase without it. Now, when external conditions are unfavorable, it is necessary to rely on our own resources — public and financial. The development of the country is generated by the trust of citizens in the economy, the market and business activity. The civil society should gradually push the authorities to change.
The present stage of the development of our country requires the active participation of citizens. The civil society lacks the capacity to determine the development of the country, and the authorities trust it only to discuss the local issues. The real Civil Society Institute is replaced by pro-government noncommercial organizations and government-focused non-governmental organizations. Many important laws were passed in a few weeks without any public discussion and even the attempts to simulate it.

All-Russian civic forum, which is held on 22 November, is an attempt to mobilize the civil society, to make it to be heard. The formula of the forum is «Dialogue. Solidarity. Responsibility». Dialogue should increase the contacts both with the authorities and on the horizontal level. Solidarity will help to support noncommercial organizations, which are going through hard times now- there will be proposed mechanisms to enhance transparency and to improve the quality of their work (activities). Responsibility involves initiatives that have matured from the point of view of openness and responsibility of the state, especially in the legal field. It will lead to greater responsibility in other spheres.
In conclusion we want to mention 3 basic aspects:
1. Modern civil society in Russia is on the stage of development, but it is steadily moving forward.
2. Civil society in Russia is formed at the same time with the transition to a democratic state. It should be & quot-engine"- that will move the country towards a democratic state and a market economy-
3. Formation and development of civil society in Russia has its own specifics.
